This occurs after upgrading the Package Server as a Domain Controller (dcpromo):

Description: Error while downloading package: HTTP error: 401 Unauthorized (-2147209951)
Description: HTTP error: 401 Unauthorized (-2147209951)

After promoting the Packager Server into a Domain Controller, IIS security settings and account were changed.

  1. Check the security settings for the Windows NTFS ACLs. To ensure the correct access permissions, see Microsoft KB 332097 at http://support.microsoft.com/?id=332097.
  2. Check the permissions as in article 17551
  3. Reset AD\IUSR_%computername% password to match the stored password for this account in the IIS Metabase. If you are using anonymous authentication, it's likely that your IUSR account is out of sync with the metabase and AD. You will need to download MBExplorer from the IIS resource kit tools. Use that to get the password for the IUSR account. Then reset the password in AD.
