Cause

The servers notes.ini file contains two separate entries of the type EXTMGR_ADDINS, with the one containing nnem.dll being the second one

Resolution

Modify the notes.ini to combine the two EXTMGR_ADDINS lines to create one with all entries listed after.

Example:

EXTMGR_ADDINS=nnem.dll, nbcczipext.dll

This is described on page 6 of the installation manual:

"To ensure the most secure configuration, the Mail Security extension manager dynamic link library file (nnem.dll) should load before any third-party Domino extension manager. You should ensure that the nnem.dll is the first entry for the EXTMGR_ADDINS parameter in the notes.ini file."
