Resolution

A CA Top Secret access level of ALL is required by a CA View SARSTC task, for the JESSPOOL. 

ALL access is required because CA View not only reads the JESSPOOL, to find candidates for collection, but it also removes the file from the JESSPOOL, after collection is complete.
