When the Symantec Management Agent attempts to load the Package Server agent, it fails to do so and results in the following two errors:
CAeXNSCPkgSvr::Start failed. Failed to create CLSID_MSAdminBase. The service cannot be started, either because it is disabled or because it has no enabled devices associated with it
Failed to start object Altiris.AeXNSCPkgSvr: The service cannot be started, either because it is disabled or because it has no enabled devices associated with it. (-2147023838)
Other similar errors may include the following:
CAeXNSCPkgSvr::Start failed. Failed to create CLSID_MSAdminBase. Server execution failed.
Failed to start object Altiris.AeXNSCPkgSvr: Server execution failed (-2146959355)

The package server agent was configured to publish IIS hosted codebases in the "Package Service Settings" configuration policy, but the IIS Manager Service was not running on the package server computer.
The reference to its failure to create "CLSID_AdminBase", in the agent logs, was probably a failed attempt to add entries through IIS to the metabase.xml file.
See if the IIS Admin Service can be manually started or restarted. If it will not start or stay started then IIS may need to be repaired or reinstalled.
