Similar error during the 2011-4 update for Data Collection.

Cause

There is no file Archiving software installed on the CCS10.0 Reporting and Analytics Server.

Resolution

Install Winzip 16 (free) or WinRar on the Symantec Control Compliance Suite 10.0 Reporting and Analytics Server.
