The Symantec Endpoint Protection client is not accessible because the Symantec Management Client service is not able to start.
When attempting to start the Symantec Management Client service the following message is displayed.
In the Windows Events Log you can find a message equal or similar to

A dependency service is set to disabled (or not able to start). In this particular example the System Event Notification service.
Check the System log for error messages related to 'Service Control Manager' (Event ID 7001).

The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.
In the Services window (services.msc) locate the mentioned (System Event Notification) service and start it.
One may also check the dependencies of the Symantec Management Client and assure they are running.
