"You Are Not Authorized To View This Page" 403.6 error in the Console

Issue/Introduction
When trying to access the console from a computer, the following screen is shown instead:
"You are not authorized to view this page."
"The Web server you are attempting to reach has a list of IP addresses that are not allowed to access the Web site, and the IP address of your browsing computer is on this list."
Please try the following:
- Contact the Web site administrator if you believe you should be able to view this directory or page.
HTTP Error 403.6 - Forbidden: IP address of the client has been rejected.

Symantec Management Platform Server (any version)
Cause
IIS has an option for IP denial, which can block access from any specific IP address. This setting can be applied to the default website or any specific location in its path, e.g. /Altiris/Console
Resolution
Open your IIS Manager and drill down to the Default Website (or subfolder). Right-click and choose the properties on it, and go to the Directory Security tab. Then select the Edit button on the "IP address and domain name restrictions" setting. If you need the IP security, make sure the IP address of your computer is on the list. Otherwise, make sure that all computers are allowed access.
