The cause on the NS had to do with the SIM and the order of installation. For Site Servers, the HF isn't, by default, included in the package but must be applied afterward.
As mentioned above, the cause for the first SBS server (the NS) has been resolved by correcting the SIM.
For those who see this problem on their NS, OR have run into this because they installed an SBS server not on the NS (where this hotfix isn't currently automatically applied, please find the following file and then follow the appropriate section below:

On the NS:
Simply execute this MSI, and choose to repair. When it is complete, this service should be removed.
On the Site Servers with netBoot (PXE):
This file can either be copied to the Site Server or run remotely - whichever you desire. Execute and run with all the defaults unless you need to change the installation location to match where you placed the client.
