Issue/Introduction

After updating the licenses on the Notification Server, this error appears when changing positions in the Altiris console:

The following error occurred on the page 'cfgLicensing.aspx':

No connection could be made because the target machine actively refused it.

Exception Trace:
System.Net.Sockets.SocketException: No connection could be made because the target machine actively refused it

Cause

The Altiris Service is stopped or there was a possible corruption during the license update process.

Resolution

Check if the Altiris Services (Altiris Service and Altiris Client Message Dispatcher) are stopped. If any of them are, restart the service.

For a license upgrade problem contact Altiris Support for the license removal tool and reference KB Article 28735.  The licenses can be removed and then reinstalled.

For SP3 use the following:

To manually remove licenses without the license removal tool, you can perform the following steps:

  1. Click Start > Run. Enter MMC and click OK.
  2. Once the Console1 window opens, click File > Add/Remove Snap-in.
  3. The Add/Remove Snap-in window opens. Click the Add button.
  4. The Add Standalone Snap-in window opens. Click Certificates and Add.
  5. The Certificates snap-in window opens. Click Computer account and click Next.
  6. The Select Computer widow opens. Click Local computer (the computer the console is running on) and click Finish.
  7. In the Add Standalone Snap-in window. Click Close.
  8. In the Console window under Console Root, expand the Certificates (Local Computer) item, click Altiris Licensing (for NS 6.0 SP3) or Computer Edge Licensing (for NS 6.0 SP2 and before) > Certificates.
  9. Remove the Certificates.

    If you don't have Altiris Deployment Solution installed, you can select all the certificates and delete them by right-clicking.

    If you do have Altiris Deployment Solution installed and don’t want to have to reinstall those licenses, you will need to click on each certificate to determine if it is part of Deployment Solution and not select those certificates to delete.
  10. After deleting the license certificates, go to the Altiris Console’s Licensing page (Altiris Console> Configuration > Licensing). On the License Status tab, click Refresh.

    The licenses will be removed from the page.

    Also if you have any blocked ports then this problem may come up.
