Cause

The client machine in question has modified the default New Technology File System (NTFS) permissions on the drive and/or System and the current logged-on user does not have full access rights to the %windir% folder.

Resolution

To resolve this issue, the following should be verified:

1. Administrator should verify that the system and currently logged-on user has full access rights to the %windir% folder.

2. Verify that the default NTFS permissions on the drive are in place and not modified.

3. Administrator should verify that the system account is enabled with full rights in Security options
