This message indicates that one or more local volumes may not have unmounted properly when turning the machine off - this can occur if the system is powered off without shutting down.
When windows doesn't shut down gracefully it leaves a flag on the disk. If the flag is set the screen "windows did not shut down properly" is presented on the next boot up, where the option to choose safe mode becomes available.
You can just click OK to force the mount or you can reboot into Windows and shut down normally.
Or to alutomatically answer yes to the question use parameters -ntil -ntic can be added to the ghost executable.
