Resolution

While the issue is occurring and the VIP Access Desktop console will not display the user Interface, You will need to check the 'third-party startup items and services interoperability' with the below steps.

Diagnosis:

Verify third-party products using 'msconfig' utility and selected startups:

  1. Go to Start>Run>msconfig
  2. Click the Startup tab then disable all at the bottom
  3. Reboot 
  4. Attempt to load the VIP Access Desktop Application
  5. Go back to step 1 if the application successfully loads to identify one of the detailed startup items

Verify third-party products using 'msconfig' services:

  1. Go to Start>Run>msconfig
  2. Click on the Services tab
  3. At the bottom left of the window check "hide all Microsoft services"
  4. Click on the bottom right Disable all 
  5. Reboot
  6. Attempt to start VIP Access Desktop

Solution:

LFBSkypePlugin.exe startup item is known to prevent the VIP Access Desktop UI from loading successfully. This can be tested by going through the above steps.

LFBSkypePlugIn is a free program that ensures the buttons to accept and decline a call function with Skype. The plug-in is designed to support Skype 5.7 or above. The program also needs Skype to allow the access so you have to review the "Manage API Access control"
