Issue/Introduction

 The Status Engine will subscribe for metrics needed for damage factor calculation (responses per interval). It will then calculate the factor for each alert that is not in an OK state and store the changes to the database along with the corresponding status value. As a result, each element keeps a list of associated alerts along with a status and the associated damage factor.
