CA PDSMAN requires DISP=OLD to add the extent. To add an extent, PDSMAN will modify the
VTOC using a system service. The only way for a task to be aware of the
new extents is by reallocating the data set after the change so DISP=OLD is
required to ensure that happens with no possibility for some task to be
running with old extent information and suffer abends.
