Issue/Introduction

We have a CA APM EM Collector that is essentially in a broken state. 

The Collector is fine up until a server recycle. After that recycle, anytime that the agent loads on the collector exceeds 5 agents or so, performance of the Collector dips to what is essentially a hung state and it loses connection with the MOM. The Collector will start up fine and can typically take on a couple of agents.

Resolution

User experienced an issue with the Windows Time service on the Collector.  The System Clock would lose time throughout the day to a point where the time skew between the Collector and MOM was greater than 3000 ms.
