Issue/Introduction

This is a continuation of 10.3.1_d79 that did not fix all of the problems.  We still currently have DEVICE PORT COUNT EXCEEDED Threshold alarms on

277 devices, they still have the same alarm.

They have the same OID 1.3.6.1.4.1.2636.1.1.1.2.97, model type name : JuniperJUNOSRtr

Resolution

Problem was that the device is populating the ifNumber with an Octet instead of an integer which was causing Spectrum to populate the field incorrectly and raise an alarm.
