There are the following optional tasks in the installation procedure of CCS (15.0). What is LEGACY components? Should Legacy components be installed?
8. (Optional) Complete the following steps only if you want to install the LEGACY components pax file into the CA Common Services for z/OS 15.0 SMP/E environment.

Resolution
Legacy component is a pax file that contains the following functional components. Some of our products require the installation of the following FMID components from the Legacy component pax file as appropriate.
For example, for a product called CA-1, after installing from the base component pax file, CA-C Runtime and Earl Services are additionally installed from the legacy component pax file.
If these FMIDs were not included in the SMPLIST, you have not used them before
