Resolution

This issue is addressed by the following:

10.03.02.D121 debug patch for 10.3.2 (This patch requires the 10.3.2_BMP_10.3.201 patch be installed before installing the D121 patch.)

10.04.00.BMP_10.4.001 by monthly patch for 10.4.0
