User without privilege "Access to Administration" can not open Process Monitoring \ Forecasts

Issue/Introduction

Even user with full (other) authorizations & privileges (including "Access to Autoforecast") is not able to open Process Monitoring > Forecasts tab if "Access to Administration" is not assigned

• Create a new user.
• Assign all Authorizations
• Assign all Privileges except "Access to Administration"
• Log in with this user
• Open Process Monitoring > Forecasts > following error appears:

Error [HTTP 403] (9) Permission check failed.: 'Missing privilege': Access denied

Issue happened on AWI 12.3.x
Works as expected on AWI 12.2.x
