DADS Plus Batch job fails DADSA600 DADS Plus is not Authorized file = 'File' 'MASTER'

Issue/Introduction
We are upgrading our CICS regions to TS54. The required DADS PTFs for TS54 have been put on. We are getting the following messages trying to manipulate files using the batch interface.
DADSA600 TIME APPLID TRANSID CA DADS Plus is not Authorized file = 'File' 'MASTER'
This happens whether the batch job tries to manipulate a file directly with DADS commands or starts a transaction that will manipulate a file as is the case in the message above - DADS started transaction IC92.
If we try either method using DADS online, there is not a problem.
We have XCMD=YES in the SIT so command security is in effect. This works fine in the CICS regions that are not running TS54 and do not have the DADS toleration PTFs on.
The Top Secret report shows the CICS region ID is getting the access error.

DADS Plus has no parameters that need to be set to interface with command security. The client needs to run a security exception report and grant the access required by DADS based on the security package and configuration being used.
