A Project "Issue ID" has the prefix "CH" but should be "IS"

In one Project one of the Issues was noticed to be recorded as a Change Request.
It had the prefix of "IS" instead of "CH."
How did this happen? Can it be changed back?

The "ID" field is a unique key in the database.
As a unique key, it is not possible by conventional means to update. It is not possible through the web interface. It is not possible via XOG.
The simplest explanation is that during the original data entry, the record was created as a Change Request rather than as an Issue.
You may correct this scenario by cancelling the incorrect Change Request, and creating the correct Issue, through the interface.
