Unable to Create Tasks when a Gantt lock exists

A user having all necessary access rights has been unable to create a task in the new UX. In the PPM gantt view, the 'Create New Task' icon is also greyed out along with most of the other icons on the toolbar.

The user will be unable to create a new task or edit the project if the project has a gantt lock on it. The gantt lock will remain on the project even after closing the gantt and the user logging out of the application.

One way to check if the gantt lock is the reason for the issue is the gantt displaying this message towards the top of the window for the particular user:
[Changes have been made. Save or discard to enable full toolbar.]

In order to be able to create a new task, the changes made in the gantt will need to be saved or discarded by the user. This will release the lock. The two icons needed to do this are the left end of the gantt toolbar.
