UJMA Agent has suddenly stopped allowing batch submission. All jobs are failing with R-JCLERR in CA7

Doing a chown recursive to the Agent install directory from root to the ca7 account is what caused the problem
Release : 11.2 SP2 CUM1
Component : UNICENTER UNIVERSAL JOB MANAGEMENT AGENT
Changing ownership back to root resolved the problem.
