We are seeing retired items in CA Performance Management that were not manually retired

When the device is retired in NFA, it retires the device in CAPC.
Then CAPC automatically discovers the new devices via the following (Changes to Life Cycle Management):

NFA should create a new device and sync that up for the same IP, and we'll discover a new device in DA to go along with it.
The old NFA/DA device should be retired and reportable.
NFA would need to contribute to DA to automatically discover new DA items from NFA otherwise old DA/NFA is retired and we end up with NFA only device.
