TDM was upgraded from version 4.7 to 4.8 successfully, however, the TDM web URL is not coming up.
The browser error message is: This site cannot be reached
When attempting to open FDM, the error is received:
Test Data Repository version specified in database (3.2N) is invalid.
This version of the software can work with Test Data Repository versions 4.8 and above only.
In order to upgrade you will need to run TDM Portal. If assistance is needed, please contact support!"

Prior releases required an upgrade to FDM to launch an upgrade of the repository database.
Going forward in 4.8, this procedure has changed.
1. Upgrade the TDM Portal first.
2. Launch the portal.
The first time the portal is launched, it triggers the scripts that will update the TDM repository database.
