An IDMS utility or user program can unexpectedly return an 0910 error-status.

Cause

The major-code of '09' is a READY, so there is a problem READYing an area.

Resolution

The minor-code of x'10' normally indicates a security problem.
Check that the user has the appropriate access to the database or even that the correct DBNAME or SEGMENT is being used.
