DUAS: Watcher tasks not submitted (Error 6 when creating FW articles)

Issue/Introduction

The Watcher tasks are not getting submitted anymore.

The error below appears in the logs :
"Error 6 when creating FW articles" 

The file that is being watched for exists in the path defined in the resource.

Environment

Release : 6.9

Component : DOLLAR UNIVERSE

Cause

Issue with the associated u_fmfw60.dta file.

Resolution

Workaround: 
reinitialize the file watcher data file.

Example for area X, launch it with the user starting Dollar Universe processes:
uxrazfic u_fmfw60 X

Solution:
Upgrade Dollar Universe to version 6.10.21 or superior
