Does ESP support control blocks SSOB/SSIB/SSWT in 31 bit?

Issue/Introduction

In z/OS 2.3 IBM introduced the option of moving the SSOB, SSIB and SSWT control blocks from 16 bit below the line storage to 31 bit above the line storage. The ESP Workload Automation subsystem is referring to 2 of these control blocks (Func 9 and 10). Does ESP support these blocks being above the line?
