Project Tiles incorrect message "No projects are available"

Issue/Introduction

While the Program / Projects Tiles page is loading, an incorrect / unexpected message that no projects are available is displayed in the New User Experience (UX). 

Actual Results: Message: No projects are available.

Expected Results: It's expected that instead a message would be displayed saying that the page is loading.

Cause

This appears to be due to DE49763 (See New UX Timesheets: No Resources Found message)

Resolution

This has been resolved in 15.7.1

The message being now displayed is: Loading data... Please wait
