CA Deliver - RMORAP Hung Up in Loop During DEACTIVATES, Causing RMOCPP06 Messages

Issue/Introduction
The client performed a RMODBASE MAKECKPT EMPTY, increasing the checkpoint file to 200 cylinders (18000 blocks).
Subsequently, the RMORAP utility job went into a loop condition.
The RMOSTCT1 task on U000 had following Messages:
06.28.03 STC20283 *RMOCPP06 UNABLE TO OBTAIN CHECKPOINT LOCK - LOCK OWNED BY SID=U000 DATABASE=SYS2.RMO.RMOT1
The RMORAP utility was cancelled, and the Deliver RMOSTC task was brought down.
The client then renamed the old checkpoint file to another file, performed the MAKECKPT EMPTY, and Deliver was running correctly.
