SQL_SEC Variables get Version and Last Modified updated every time they're referenced

Issue/Introduction

When using a secure SQL variable (SQL_SEC), the version and last modified time increase even if there are no changes to the variable.

To reproduce:

1.) Within a workflow, have a JOBS with a promptset.
2.) From the workflow task properties, reference a SEC_SQL variable. Ex:

{VARA.SQL.TEST}

3.) Execute the workflow.

Expected
Job runs successfully, no changes to the variable
Seen
Job runs successfully, variable modified count is updated.
