Multi-Select prompt with quote characters does not behave as expected

Issue/Introduction

We found that when we originally submit a workflow and choose multiple values from the variable, the resulting string that is passed to the workflow has values that are comma-separated, but the quotes are around the entire group of values instead of around each individual value.

If we restart the same workflow without changing the prompt, the resulting string that is passed to the workflow has comma-separated values with the quotes around each value. The string is truncated to the original length without the quotes.

Reproduction steps:
1 - I have attache an xml export of the workflow.
2 - Export the workflow
3 - Run the workflow
4 - Restart the workflow
5 - Compare the results of the report

This has been fixed with 12.2.9 and 12.3.5
