A probable cause is security related.

Resolution

Copy the supplied  CA OPS/MVS Security rule located in hlq.CCLXRULB(ARCHSECA) into a valid  CA OPS/MVS ruleset and Enable and Auto-Enable this rule.  If using a Security ruleset, copy this sample rule into that ruleset.  If using External Security, the resource rules for the following Security events will need to be updated to allow either the ARCHIVEPROC value or the userid assigned to the ARCHIVEPROC STC:   OPSPARM, OPSLOG, OPSGLOBALGLOBAL0.
