Could you please explain why there is a requirement to designate the importance of a message created in Service Catalog? I am not seeing that anything different happens if the message is flagged as highest versus lowest.

there is no anything difference if the message is flagged as highest versus lowest even though there is a flag from highest to lowest to use when creating a message .
it is considered as enhancement request and will be taken into account in the next release .
