DUAS: uxioserv crash upon synchronization of alerting rules

Issue/Introduction

uxioserv process crashes upon startup of the node, when alerting rules were being synchronized and used by another uxioserv process.

This occurred only once after a node upgrade from version 5 to version 6 and implementation of the Alerting Rules.

Cause

IO crashed when processing an alerting rule and receiving a UVMS synchronization at the same time.

The issue was related to an update of the cache hosting the alerting rules while this list was being processed by the IO. The lock system protecting this was set "too late" in the code. We now correctly lock the list, avoiding any memory change while being processed.

Resolution

Update to a fix version listed below or a newer version if available.
