Vapp 14.3 Identity Portal SSO Integration "Username and password do not match" after login

Issue/Introduction

When trying to integrate CA Identity Suite 14.3 with SSO, Identiy Portal gives the following error with trying to login.

Identity Portal server.log:

{"errorCode":51,"errorLiteral":"USER_NOT_AUTHENTICATED","message":"Username and password do not match.","backendMessages":[]}

TEWS settings for Identity Portal with SSO

Home\Enviroments\Sigma\Advanced Settings\Web Services

"Admin password is required" needed to be unchecked.
