After running the IP Express Setup to discover IP resources, CA NETMASTER NETWORK MANAGEMENT FOR TCP/IP no longer shows utilization figures for TCPIP Network Interfaces.

Those percentages are calculated based upon overall traffic over that interface in relation to how much traffic that interface can handle. Yes, there could be traffic happening over that interface but if it is so minimal as compared to what it can handle that it can show up 0%.
Verify if you are capturing data for the interfaces, issue the following:
(1).. =/perf
(2).. S Devices and Links Stack Network Interfaces
(3).. Select one of those interfaces that he shows that has traffic.. .ie. s OSA2
(4).. Focus on these attributes - selecting all of these -- S=Samples H=Hours D=Days W=Weeks.
Do the IN and Out bytes have values? Are they very small?:
