This can happen when performing the install using an Windows user account that is not a member of the local "Administrator" user group, and not right clicking and selecting “Run as administrator”.
Recommend:
- Uninstall SCM Client v13.0.3
- Login to Windows with an “administrator-level” account (member of the local Administrator user group)
- Install SCM v13.0.3 making sure to use the “setup.exe” (not the msi) and running it “as administrator”
- Install the SCM v13.0.4 patch with the same method
