Broadcom sends emails about HIPERs if the customer has signed up for proactive support notifications. You go to casupport.broadcom.com. Then you sign in. Then go to *My Account* and select *Subscriptions*. Scroll to your product of interest and select what kind of notifications you want. HIPERs are governed by "Critical Alerts". I check all 3 boxes for products I'm interested in.
