Installer Unable to Connect to MS SQL

Issue/Introduction

Attempting install Release Automation against MS SQL the installer cannot connect to the database and returns the error message:

The TCP/IP connection to the host HOSTNAME, port 1433 has failed.
Error: "Connection refused: connect. Verify the connection properties. Make sure that an instance of SQL Server is running on the host and accepting TCP/IP connections at the port.
Make sure that TCP connections to the port are not blocked by a firewall.

Resolution

The following steps describe altering the PORT MSSQL uses and could impact other applications ability to connect to the database.   Any questions or concerns should be discussed with the Database Administrator to ensure this does not interfere with other applications using this database.

 

1. Verify that the firewall is not blocking the specified Port


2. Verify that MS SQL is running on the specified Port.  (1433 in the example error message above)

> Open the Sql Server Configuration Manager Console.

> Expand the "SQL-Server Network Configuration" on the left 

> Right click on the TCP/IP entry and choose Properties

> Select the IP Addresses tab

> Review the "IPAll" configuration and ensure that the correct port number for the connection is configured for the TCP Port:

 

Release Automation cannot use a Dynamic Port for its connection.  If there is a value for TCP Dynamic Ports clear that port value out.  TCP Dynamic Ports sometimes is preconfigured with a value 0 or a value above 50000 during the initial MS SQL installation.
