STEPS TO REPRODUCE:
1. Set time zone in your Account Settings to CST
2. Go to Reports & Jobs
3. Click on Jobs tab
4. Select an available job
5. Click Scheduled checkbox
6. Set date and time for future
7. Click Set Recurrence
8. Click the Crontab
9. Fill in the Crontab field with 0 13 * * *
10.Click Save and Return
11.Search for the job you scheduled
Expected Results: It will show 1pm
Actual Results:It shows 12pm

After consulting with Broadcom Development team they have determined that this issue is not a bug.
This is working as designed as there is a difference between the native cron and clarity cron. They have converted this request to a feature that may be implemented in a future version of Clarity.
