Issue/Introduction

After SO10485 / SO10486 a CICS region that has IPCONN connection will
 experience abend during startup of the region with option(38). Depending on
 the storage that is effective will determine if the region stay come up.

Component : CA Top Secret for z/OS

Resolution

Problem was caused by an invalid lookup for a userID on an IPCONN connection. Fix ST11357 has been written to correct this problem.
