CA Top Secret TSSMFA task not stopping at shutdown

Issue/Introduction

When shutting the system down for an IPL, the TSSMFA task will not stop.  It has to be forced down.

Environment

Release : 16.0

Component : CA Top Secret for z/OS

Resolution

Problem due to shutdown order.

Changed the OMVS shutdown by moving the ZFS shutdown last which is included in the “F OMVS,SHUTDOWN”.
