New PAM licenses have been provided to either add functionality or change the device limits, can the new licenses be applied while the cluster is running?

Resolution
No, the cluster cannot be running when a license is applied or the following error will occur.
Error: PAM-CM-2251: New license cannot be installed when cluster synchronization is on"
