service catalog install failed with 'attrib' is not recognized as an internal or external command

Issue/Introduction

Attempting new install of service catalog from Service Management 17.2 image , but the install failed at the first task .  In install.log ,  we saw the following :

Cause

the login user to the machine doesn't have permission to execute attrib  command .   attrib command is a specific windows  command to edit files , which needs admin privileges .

Resolution

The user who login the windows server machine to perform the installation needs to have administrator privilege
