Issue/Introduction

When using the CA Identity Portal (IP) in a mobile browser and going to the "Access" module the catalog tree is displayed and users are allowed to click on an empty cart without select any target permission.  From the Request Summary page, it then allows users to submit an empty cart which generates a Request ID for the blank request.

Cause

Steps to Reproduce:

1. Using Chrome Press F12 and change to Mobile View

2. Logon to the <sigma_base_url>/sigma and CA Identity Portal will automatically detect that you're browsing from a mobile device and redirect you to the mobile application.

3. Navigate to “Access”

4. Select “Request for Self”

5. Do NOT select a permission but click on “Submit”. A Request ID will be created and displayed.

6. If you go to “My Requests” you can see a blank request has been submitted.
