Cannot connect to CAPC after fresh install, getting connection timed out in the browser
Firewall or proxy blocking access.
We can use wget to access http://127.0.0.1:8181 and it returns a 302 rediredt to port 8381 which shows that the servers are listening and responding correctly

Correct the firewall/proxy etc. access to the CAPC server, the browser must be able to connect to both the console and sso ports (8181 and 8381 by default with no HTTPS configured)
