Option “lisa.net.bindToAddress=a.b.c.d” does not seem to be taken into account

Issue/Introduction

In order to set CA SV listen only on one of the network interfaces, option lisa.net.bindToAddress=a.b.c.d has been set in several places (not at the same time): local.properties, lisa.user.properties, VirtualServiceEnvironment.vmoptions
 
In logs, several messages seem to tell that this is respected
Starting amq broker 'lisa8' we will listen on port 2013 and address a.b.c.d
 
But, when doing a “netstat”, I see:
tcp        0      0 0.0.0.0:28250           0.0.0.0:*               LISTEN      devtest

Thank you for sharing complete details of the issue. lisa.net.bindToAddress property is specific to Devtest components (registry, vse, ED, etc). If you want to give bind address for specific service deployed in VSE, use "Bind address" option available in listen step as shown in below screenshot.
