CICOD1 and CICOD2 ODS Charts Incorrect KEY value DATE display

Issue/Introduction

For CICOD1 and CICOD2 ODS charts in the WebUI, the KEY value  
DATE only shows a number (the number of days since January 1, 
1960).  Users cannot determine which date the chart represents
when looking at the keys.
