This issue occurs because Console Port and Remote Console Port are set to same port number.
Management UI "Create DSA > Ext. Knowledge" page shows this.
Or DSA's knowledge section shows the following.
Release : 14.0
Component : CA Directory
Console Port (console-port) and Remote Console Port (remote-console-port) have to be set to different port number within a DSA. Otherwise the resource will conflict and you cannot start/run the DSA.

Specify different port number to resolve this problem.
